The new CAP 2023-2027 framework addresses environmentally beneficial practices, including the protection of wetlands and peatlands in the Climate and Environment Area.
The protection of wetlands and peatlands aims to support and strengthen the protection of the environment, including biodiversity, and contributes to achieving the Union's environmental and climate objectives, including the commitments of the Paris Agreement. To do so, the Good Agricultural and Environmental Conditions of the Land of Royal Decree 1049/2022, of December 27, which establishes the rules for the application of reinforced conditionality and social conditionality, must be taken into account.
To comply with these environmental objectives, the cartographic delimitation of wetlands and peatlands is based on homogeneous criteria for the entire territory. According to Royal Decree 1047/2022, of December 27, which regulates the management and control system for the interventions of the Strategic Plan and other aid of the Common Agricultural Policy, the General Directorate of Biodiversity, Forests and Desertification of the Ministry for the Ecological Transition and the Demographic Challenge has the competence for the creation of the layer of wetlands and peatlands.
