Programa de seguimiento de la aplicación de las declaraciones de impacto ambiental.

The policy of environmental impact assessment, imposed currently at European level, proposes preventive actions, which are always more effective and less costly than the corrective ones which must be applied wen the road is functioning. Nevertheless, keeping one step ahead of the situation obliges us to undertake a predictive exercise and in this task, for all the good will that is put into it, there always exists the possibility of making appreciative mistakes. This obliges us, as is logical, to afterwards carry out the necessary checks to determine if the prediction regarding the impacts of the different elements on the environment was indeed correct and if the corrective measures established work as was expected or if it is necessary to adopt other complimentary ones. The monitoring and control of the environmental effects which may arise, both during the carrying out of the project and later during functioning, become thus, a fundamental part of the evaluation process, and the only guarantee that the project is, in reality, environmentally admissible.
