There should be an improvement in the mechanisms needed so that precise information on the Network areas and data on connectivity should be made known as soon as possible, so that they may be considered in the initial study of alternatives, in the design of mitigation measures and, if there is one, in the study of the compensatory measures the project must include before being made public."""@en, """Se está llevando a cabo una revisión de las infraestructuras de transporte terrestre (carreteras, autopistas y ferrocarriles) sometidas a un procedimiento de evaluación de impacto ambiental por parte del Estado, con el fin de disponer de una primera estimación de su afección a la Red Natura 2000 en España. La Directiva 92/43/CE entró en vigor en julio de 1994, por lo que se están considerando todos los proyectos cuya declaración de impacto ambiental se realizó con posterioridad a esa fecha. Teniendo en cuenta que la lista de Lugares de Interés Comunitario (LIC) de las cuatro regiones biogeográficas que se encuentran en España no ha estado disponible en su totalidad hasta fechas muy recientes, el análisis se centra en las afecciones sobre las Zonas de Especial Protección para las Aves (ZEPA), en virtud de la aplicación del artículo 7 de la Directiva Hábitats, aunque también se ha realizado una primera aproximación a la afección de estos proyectos sobre los LIC propuestos. Dado que las afecciones a la Red se han dejado sentir con mayor intensidad en la Comunidad de Madrid, se ha realizado una breve descripción de los problemas experimentados en esta zona. Se ha hecho hincapié en la necesidad de lograr una mayor difusión de la información relativa a los límites de la zona de la Red, las ZEPA, los LIC y las futuras Zonas Especiales de Conservación, junto con los valores que justifican su designación, si queremos protegerlos con mayor eficacia. Es esencial que esta información esté disponible en las primeras fases de planificación del proyecto. Además, se ha observado que los estudios de impacto ambiental suelen carecer de un análisis de los corredores existentes, que podrían ser destruidos por la ejecución del proyecto. Esto, junto con la escasa atención que se presta en dichos estudios a las medidas paliativas y compensatorias que pueden minimizar la fragmentación del hábitat y sus procesos asociados.
